We just 3 weeks ago had the same situation here in Denmark. 2 rots actack a little girl and allmost kill her. She is still in hospital.
She was alone out in the yard with the dogs. The mother thought it was ok.
So now the debate on muskular dogs is running high again here.

Happened here a few years back, a gal was given 2 Malemutes as a gift.
Little girl was in a fenced front yard alone with the dogs. They killed the little girl. People just do not know what they are getting into. Not a matter of neglect really, a matter of ignorance. This is why I am a strong proponent in requiring any potential and existing dog owners to go through a class on dog behaviour... regardless of breed.
