This is unbelievable legislation from Louisville which I believe has now been passed.

"What EVERYONE should know about the 8th Draft of the Animal Control Ordinance
? No one will be able to sell any dog, cat, puppy or kitten, or any other animal without a $300 ANIMAL DEALER?s license! This will include CLAIMING RACES!!!
(91.001 Definitions: Animal Dealer; 91.025; Appendix A, Fees)


? HORSERACING, Hunting and field trials, police dog demonstrations, tracking, herding, obedience and agility competitions, and LIVESTOCK EXHIBITS will fall under both CIRCUS and THEATRICAL EXHIBITION provisions, requiring a permit, notice to MAS, and subject to strict rules!

? DANGEROUS ANIMAL includes the following: mice, rats, hamsters, gerbils, hedgehogs, chinchillas, goats, rabbits, llamas, alpacas, guinea pigs, swine, raccoons, squirrels, opossums, deer and coyotes, and MAY NOT BE KEPT AT ALL!!!

? The DIRECTOR of METRO ANIMAL SERVICES (MAS) is empowered to:

o Declare a dog DANGEROUS or POTENTIALLY DANGEROUS!

o Determine if YOUR DOG is a TARGETED BREED!

o Promulgate regulations that have the FORCE AND EFFECT OF LAW, without review!

o CONFISCATE YOUR DOG for any violation, no matter how MINOR!

o Decide IF or UNDER WHAT CONDITIONS you may RECLAIM YOUR DOG!

o Appeals are made to the SECRETARY of PUBLIC WORKS, whose decisions are FINAL! And you CAN?T GO TO COURT!!!!

? You may not have more than 3 dogs, no matter the size, if you live on less than ? acre!

? NON-RESIDENTS of Metro Louisville must REGISTER their TARGETED BREEDS when they enter the city.

Here is what the council was presented with according to louiseville-pets.com

It is a poorly written piece of legislative crap. I smell Peta/HSUS all over it.
The Presa Canario is classified as a "pitbull dog"
1) It exempts "Churchill Downs" Yes we want to regulate what you can own , and how you can walk them , and label them what we want, and declare what is cruelty EXCEPT when it is involved with HORSE RACING , a multi million dollar animal event * when our good ol boys are cruel its ok)

2) The law states that all "Police officers are exempt" does this mean that police dogs are exempt from definitions and restrictions when regarding bites ? or that all police officers can have pit bulls and presas if they want. ( we know what they meant to say)

3) in their misc FEES is a 10.00 fee for "Animal rights groups"
PETA and HSUS are licking their lips.

4) The bit about releasing balloons in the air and them getting caught in the wind and dolphins and porpoises being killed by them is classic PETA, you can see how this was written in . Its like ?"While we are having our way with these stupid Kentucky legislators we might as well write this in too".

5) Your dog is exempt from being labeled as vicious if he bites somebody
stealing or breaking in but not trespassing ? WTF ? Isn`t Trespassing a crime, I can hear it now " I wasn`t going to take anything , I just thought I``d hang out in their garage.

There is so much more stupidity, vagary, exception, and just plain idiocy with this legislation it makes me sick. I am not sure exactly what passed but the link provides the ordinance as it was presented. Those who are interested and have a knack for detective work, please research and keep us informed.

It looks like some common sense prevailed , until we see the legislation with all the new edits we won`t know, exactly, what they have. Cheri Bryant Hamilton wanted a ban on pitbulls and it seems she got far less ! !

I read the listing as you did, Dave, all PETA and sensationalism crap, that said, thank God what did go through didn't pass. I've been in KY six months and haven't had a bit of trouble, although the vet had never seen or heard of a Presa and didn't even have "Presa" as a possibility in the computer. :rolleyes:

help us fight this ordinance. It will spread if it is allowed to be passed. The facts are:
It is not a law yet, and has not been signed by the mayor. It cannot go
into effect until 90 days after it is signed. Some of the democrats that
are currently council members are being replaced by republicans in
January of 2007, which is why they pushed to get this ordinance out of the council
in 2006. Kelly Downard, one of our biggest supporters is forming a task
force to start making amendments to this PROPOSED Ordinance as of January 1, 2007. In short folks, this is not a done deal."
