I get a few Shar Peis in (and some I won't take back ;) ) and the owners have said that they had some kind of eye surgery on them when they were puppies. Something to do with tacking the skin back or something. I guess it's pretty normal for this breed, but just goes to show you that breeding for something in excess has its downside.

Sounds like entropian surgery (the skin around the eye is rolled in and the hairs rub on the cornea). Entropian is common in many breeds including the Bulldog.
And yes, it goes with brachycephaly and wrinkly faces.
