I was PM'd by someone who said she was not allowed to post on the ElPresa forum (I know why) in response to one of my posts. How are they able to PM you without being able to post; is this a seperate thing?

If theyare not able to post they are a TROLL, they have a name and password to the board and they use this to contact our members by using their PM . They are typically people who have nothing to do better with their time than get in every body elses business, Please e-mail all correspondence form this Troll, currently we have two very active Trolls.
